Square Quilt

If I am told to cut 7″ quilt squares. Does that mean 1/4″ seams?

go all around it to give me a 6″ square.

Or do I cut 7″ squares and then add additional allowance for seams on top of that.

Sorry, My first day, I’m a beginner.

Do you not have the finished square size….in any of the instructions? A 7″ sq will give you 6 1/2″ finished square if sewn with the usual 1/4″seam…I would think they want you to cut the 7″square without adding anymore to it to finish with the 6 1/2″ sq. Or they would have said to cut it 7 1/2″….that is what makes sense to me…
