slip 1, knit 1, pass slip stitch over knit stitch
yo, k2tog doesn’t work if I cast on 8 stitches. But it does if I cast on 9.

not sure how to answer this, so will just explain -

yo, k2tog
i think the multiple will be 2 — while you are adding 1 stitch [yo], you are also decreasing 1 st [k2tog], thus neutralising the inc/dec.
so you started with 2 stitches & are still left with 2 stitches [albeit with an eyelet]

slip 1, knit2, pass slip stitch over knit stitch, k1
here the multiple is 4 — you slip 1,knit 2, then psso [leaving 2 st on needle], then k1. thus you have 3 sts on the needle, although you started out with 4 stitches of the previous row.
